Only one brake is required in most countries IIRC. I think I'd still fit two because I was very glad of my front brake when pulling an endo after a motorist from a side road stuck their nose across my lane without looking yesterday. Also glad that I had three panniers of shopping on the rear rack, else the back wheel would probably have lifted higher.
