Weird Ribcage Saddle

Saw a very odd thing in the company car park this morning when parking my bike.

Brompton, folded up, with a saddle on it that didn't look like a saddle at all but looked like a blue plastic ribcage or something.

Brief googling elicited nothing, any ideas what it is?

I tried one once. I found the reception to be ok, but then I moved to cable so it was surplus to requirements.
