waterproof overshoes - do they actually exist?

I've tried many overshoes and the best ones have only kept my feet dry for 1 hour max in rainy conditions

reading reviews on the web it appears that a reliable waterproof overshoe for road riding doesn't actually exist - is that right?

I currently have Castelli neoprene overshoes and they keep my feet dry for about 20 minutes - complete crap!!!

This is correct, there is no such thing and for 2 reasons. If you have cleats water will eventually seep in, length of time it takes is dependent on the shoe cleat combination, the other way water will always get you is when it runs down your leg. The best you can do is have waterproof materia which is tight fitting around your leg, not neoprene although this is useful on really cold days, and a very good front mudguard, one that is long enough [attach a long mudflap] to stop the spray from the front wheel hitting your foot, and for that matter your bb and chainring.

They may not keep your feet dry, but they do keep them warm - stops wind chill and kind of acts a bit like a wetsuit for your feet.
