i had my cyclocross bike in the back of the car and noticed when i turned around in the drivers seat that there is a warning sticker on the inside of the front fork saying "for off-road use only" or words to that effect

please explain why i am not allowed to use my cyclocross bike on the road???

Probably the usual anti-litigation lawyers edict. Knobbly tyres don't grip quite as well as road tyres on tarmac.

I bought a pair of Shimano compatible pedals for our exercise bike. When I received them, there was a label on them specifically prohibiting them for use on a stationary exercise bike! That was three years and many many exercise sessions ago. I've still not figured out the logic.

It's in case you fall over when you stop pedaling and can't unclip in time, innit?

... and no riding at Night either!

Bikes for use on roads have to meet certain standards, and come equipped with things like pedal reflectors. a bell and 2 brakes. Your cyclocross bike probably falls short on some of those requirements.

I think its a selling thing, not a having thing but I'm not completely sure

Reflectors are compulsory as part of the Road Vehicle Lighting Regulations, but bells are not compulsory.

The wording is for braking two independent braking "systems"

A fixed gear back wheel is for instance considered a braking system, and the two front brakes on my Catrike also fulfill this requirement

The manual for my 2007 Campag Veloce STIs explicity forbids its use off-road. Mind you the shifting goes all to pot when it gets mud in it - and it wasn't great to start with!
