Sorry but the yes and no answers don't really apply to the question.
Cool bike btw. I would restore and ride it.
 
A bit more information would be useful.
No brakes. Is it fixed wheel? Does it have rearward facing horizontal drop-outs?
Any clues as to the grade of steel it is made of?
What OLN measurement?

Definitely worth doing up and keeping from the look of it.

As Appollonius noted, it looks like a track bike, so you'd want to fit some brakes before taking it out on the road - and make sure the rear sprocket gives you a useable gear for the local terrain!

@bajkonyr ride as is as a resto might destroy its character

look on the chassis frame of the saddle and it should be date stamped so if original saddle that would help date it

check the hubs as most carry a date code

are the forks drill to accept a fr caliper

Not sure if this originally was made as a track bike, looks more to me like a conversion. Interesting though. Could we have some better pics?
