Has anyone seen this bike? What is this? What brand is this?

Looks like an 80's frame with a later crackle finish. Any panto work or a frame number?

The paint finish is not likely to be original, and with no identifying marks on the frame (I'm sure you would have mentioned if there were), then you will probably never find out who made it.

As above look for any identification marks. Looks like a quality machine. What derailleur is it? That can help date it.
Btw welcome to the forum .

Rear is a Shimano 600EX (SIS) which dates it too around 1986-7 (says Velobase).

Looks like a nice frame - are they Vitus decals on the fork?

The decals on the fork and by the look of it also on the sea tube are Vitus unless my eyes deceive me so we are looking at a product from Ateliers de la Rive in St. Etienne .

What flavour Vitus? Looks like a red label, which could be SuperVitus 971 - if so, lighter than Reynolds 531. 181 is also good, as is earlier 172. Either way, I’d expect to see Vitus forged dropouts, too.

I think you could be right ...Super Vitus 971 early 1980's . Rear brake cable brazed guides suggest '80's l think seventies were clip on guides . Finish is way to fancy in my opinion so l'm sure it has been re sprayed but so what? Nice bike ^_^
