I have been given a bike frame with a bolt on mech hanger that pulls the hub forward a bit on the drive side so i have to manually set up the wheel so its straight by leaving a gap on the non drive side .
is this safe to ride on a QR wheel?
I know the old bolt on axles were fine as they were held tight but i have never used it on this sort of wheel.
How would i get it so i can level off the wheel without eyeballing and make it so it cant move please?

The hanger i have been given looks like an old SIS type and will it work with a 2300 rear mech ?I have considered putting another mech hanger on the other side upside down to level the wheel out.

It's fine - I've ridden my Galaxy with a bolt on hanger and QR wheels for thousands of miles.

If you are worried about wheel alignment you could get the "shaped spacer and bolt" from a bolt-on hanger and fit it in the LH drop out with a small retaining washer - that would then let you pull the wheel into the dropouts and it should be centred. (BUT beware it will add to the weight of your bike

Had a look on flea bay and i can get a hanger the same as fitted for £3, ordered one and i will see if i can use part of it to level up the wheel.
