I currently have the the shimano 2300 shifters with an 8 speed cassette on the back.

Looking to upgrade to a 10 spd but am I right in saying that the 2300 shifters will not be compatible with a 10 spd cassette?

If so, will I be looking at potentially: new shifters, new cassette and new chain?

I have a tiagra rear mech on the back

Yes you will need new shifters. For a cheap option look at microshift. They are Shimano compatible, good value and remarkably light.

If you upgrade shifters then you should also upgrade the dérailleurs to get the most out of the upgrade. I'm not even sure if 8 speed dérailleurs will work with 10 speed shifters so you might have to replace them anyway.

I'd recommend you try to get hold of a complete groupset. Used ones in good condition come up on eBay fairly often.

You don't need to replace the derailleurs: both front and rear will work fine with 10 speed shifters. The chainset should work fine too. I've done this exact upgrade. I moved my Microshift 10 speed shifters from my Felt to my winter bike when I bpught 105 5700 shifters for the Felt. I bought a cheap SRAM 10 speed 11-28 cassette and a KMC X10-93 chain and that was it. My winter bike is built on a 2011 Trek 1.5 frameset with 2300 RD (8 speed), Sora FD (9 speed), Sora Chainset (9 speed). It all works flawlessly. I only replaced the 2300 FD with Sora because the Trek needed a different band diameter than the old winter bike and the Sora FD was cheap. Derailleurs have no awareness of 'speed': they just move according to the cable pull of the shifters.
