Unable to Reply properly (3)

Someone seems to have nicked the formatting Tool-bar from my Make a Post/ Reply/ Post a new Thread boxes.

All I am getting is a plain and simple box, with a bit of pale browny-yellow colour in it - bit like me, then

I have:
- Logged out of CC and back In
- force refreshed the cache, I believe it is called - anyway Ctrl+F5
- closed Chrome and re-opened
- rebooted PC
- System Restored to a time when all was fine
- checked for Adblaster or other Add-ons (none that weren't there before)
- sworn at it :0
- sworn at self

What is missing - apart from my Tool-bar ?

Google Chrome
Win 7
Thunderbird for email

I use Mozilla Firefox as well and it's fine there.

What has Google done to me ? And why ???

Not sure why it should be working OK now !

- de-activated Avast, re-activated it
- re-booted internet connection
- re-booted Pc

Now it works !
