I have this post but the metal end cap wobbles on the carbon tube as shown in the picture. Is this normal?

Nope, sounds like it's coming un-bonded.

I wouldn’t try a repair before you’ve first reported it to USE.

I wouldn't try a repair at all, imagine the consequences of it failing in use. Hopefully USE will cough up for a new one if you were first owner.
