How do I know the maximum size for a tyre that will fit my bike?

The rims are 700c so I know the first measurement. But how do I know what the second is? My current tyres say 700 X 28C on them. But could I get bigger ones on? Does the second figure represent the depth of the tyre or the width of it? Also is the measurement in mm?

Thanks.

On the subject of tyres, mine are 700 x 40 and whilst in Halfrauds the other day I thought I'd better pick up a spare inner tube. I couldn't see any that were size 700 x 40 so asked the 'young lad' for advice and he said a 700 x 28-38C would be fine.

I took his word for it and bought one but thought I should check with all you wonderful knowledgeable people here that it is actually suitable

[tries not to make this sound indecent]

If you put it in and pump it up, then ride around on it and it doesn't burst - it's OK.
If it bursts - it's not OK.
