Usually 70cm diameter, and width will vary from anything between 18cm and 38cm.

70cm is about 27 and a half inches

I have 700 wheels too and have been looking for some new tyres. I currently have slicks but looking for more cyclo cross tyres next time. Will this make my ride more comfortable? If comfort is my goal are fatter tyres the best? (Riding tow paths etc.) If so what is the fattest tyre you can get on 700 wheels?

Fatter tyres will give a softer but slower ride, as to the width that depends on the width of your rimes, this is where visiting a good LBS is to be recommend.
