Tyre rubbbing on frame

I have replaced a broken axle on my hybrid, (sorry town/flat bar whatever!) rear wheel. When I refitted the wheel the tyre is not centred and catches the frame on one side. I am not sure what has caused this. there is plenty of clearance. I have dropped the axle slightly on one side but it still not right, and there is only the skewer holding it, which I am sure will not hold on the first bump/pot hole.
I did not replace the bearing, could this be the reason? The wheel appears to be reasonably true.
Any ideas please.

The axle isn't sitting squarely in the drop outs, IMO.

Loosen the skewer, pull it straight (I do this by pulling the top of the wheel upwards against the brake bridge but that depends on the angle of your drop outs) and tighten the skewer. 5 second job. :thumbsup:

Assuming the wheel is central in the drop outs, and that the rim isn't "pringled" is this a cup and cone bearing? Is it possible you've ended up with a ball too many on one side?

The axle spacers are wrong. You've got it too far one way. Try shifting the thinnest spacer from the clear side to the side that rubs.
