There should be absolutely, one million percent no problems with that.

[Disclaimer: don't quote me if there are!]

The 25s are probably slightly more comfortable and the Secteur is marketed as a comfort-oriented road bike so that's likely why it's supplied thus. Apparently 25s are coming back into fashion in some racing circles, although as I don't race I can't confirm that emphatically.

There should be no problem switching to 23Cs, but no particular reason to do it either unless you wear out the 25Cs and can't get hold of more to replace them.

I thought that 25Cs felt subtly more comfortable on my Basso but there isn't room for them now I have Crud Road Racers *** permanently fitted to the bike so I am back to riding on 23Cs.

As said before, there is no problem fitting 23's onto your rims. My question to you is- why do you want to? Are your present tyres worn out? You will feel negligable difference between the two sizes, and with winter on the horizon, the extra bit of rubber will help in the slippery conditions.
