I have a Boardman Hybrid with 700 x 35mm tyres on the standard wheels.

Originally I changed the provided tyres for Scwalbe Marathon Pluses. However, comparing my road bike performance (700 x 23) against these I noticed a major difference. I am less worried on the puncture proofness as the commute I do has now been done many times on my road bike tyres - Vittoria Diamante Pros and Rubino's - all ithout significant issue.

I am cosidering changing from the M+'s and had two questions;

Without changing the wheels what tyres could I fit that are smaller than 35mm?

What is a good tyre that is pretty puncture resistant but faster rolling for the above?

It depends on your internal rim width as to what tyres you can fit, Sheldon Brown does a good summary (the table at the bottom is easiest). I'm guessing the narrowest you could fit would be a 25 or 28 mm. The general recommendation here seems to be Conti gatorskins, highly p resistant :-)
