Tube sizes

Tubes seem to come in sizes 18 - 25c, then 25 - 32c. Which is best for 700x25c tyres?
What I need is a tube that does 23 -28 but that's far too easy!

I would go for 18-25 as it's easier to fit a slightly too small tube than to fit a slightly too large tube.
