I don't really understand the question, but I will try to bluff my way through it. The thing you linked, why not buy that? By your description it sounds like what you want. That horrible contraption goes on the steerer above the headtube and headset, then your stem clamps to it. Your stem will be 1 1/8" on the steerer end (i.e. this fits 1 1/8" steerers and stems) and 31.8mm on the handlebar end.

I'm guessing you're probably getting a few aches and pains so you want to raise the handlebars right? If so, before you go and buy that, have you tried flipping the stem the other way round?

Yes your right, i was hit head on in a car crash years ago and was going to have 3 discs fused but had a 50/50 chance of walking so didn't go ahead, i have had problems since off and on, there's hardly any difference flipping it over.
yes its 31.8 cos I changed mine for a deda shorter stem but not a riser
That's weird i phoned Decathlon and they said the steering tube is 1 1/8 and im right in saying that's 28.5mm, i took the top cap off and it seems its 31.8mm.
Just rechecked and it is 1 1/8.

if you are having back ache try a shorter stem cos i had back ache got a deda shorter stem and no more back ache and it didn't look out of place on the bike either

Aren't Deda 31.7mm bar clamp size and other odd sizings? I'm pretty sure they are, which means he'd have to buy Deda bars too.

No, they just round down rather than round up, or something like that. They did release their own over-oversize clamp size too though, but that is only on like a couple of products.

The item you linked would do the job of raising your bars, and if you don't mind the look of it, that one would be fine.

Another alternative is this high rise stem.

This site is also really useful for showing you how changing the length and rise of the stem will affect the height of and reach to the bars.
