Track Pump question.

Just got a track pump. Well I think you call it that. The one with a plate at its base that you stand on.
Anyway my basic question is, when pumping the indicator pointer moves then drops back down. If I hold the handle down after pumping for a bit, it stops at a certain point. When is the tyre up to the desired pressure. Is it when I hold the handle down after inflating and the pointer settles and remains at that pressure?

It is when the pointer settles.

The pressure is measured when it builds up in the tube, then changes when it is finally forced into the tyre - it is this value that you need to watch.
