I guess they figured that the risk was worth taking if a Turkish team could win... but yes, it's long overdue. Mind you, I don't know why the biological passport program isn't compulsory for any team that wishes to compete at this level.
I think the turkish team have applied to the UCI to get on the bio-passport program.
They're awaiting instruction from the UCI as to how to do that beyond changing their washing powder.
