Top cap not covered by spacer

Are there any potential safety issues if the top cap of the carbon expander bung is poking above the top spacer?

Basically I changed stem recently and a bit of extra space has emerged.

Thanks. Do you have spacers for above the stem? That top cap position looks about right but only if you have spacers twixt it and the stem.
 
Paraphrasing the above....

As it is - definitely no good. You need an additional spacer.

Your new stem is slimmer, vertically, than your old one, so you need to add another spacer, either above or below the stem, so that the top cap compresses against the spacers. Watch a YouTube video on what to tighten, how much, and in what order as that's much easier than trying to describe everything in text. GCN have a good one on headset adjustment.

^^^^ Yes, another spacer required - not all stems are the same stack height. Don't ask how I know this!

With a carbon steerer you should always fit at least one spacer above the stem

Not really a safety issue, but you might not have enough preload on your headset bearings, leading to wear etc.
As long as your stem is clamped up correctly you're safe enough.
