I have an opportunity to buy a frame at a very good price. It is 2 cms smaller than I usually ride, the price is the the pro but what are the cons?

Con's are it is too small (assuming your current frames are the right size).

You can probably make it work out with the right stem and seatpost height, but it will always be too small at the core.

These days the geometries are all over the shop so 2cms is not going to make much difference.

If you think about it - the seatpost extends at the same angle as the seat tube so no change there. The only change is going to be the toptube and possibly the length of the headtube - and both of those can be compensated for by spacers/longer stem.
