I recently put some SKS Chromoplastics on my wife's Globe Vienna, the 'thingy' had to go in front of the forks on that bike so the bolt can still sit in the recess in the rear of the forks. If it went behind the forks then the bolt would stand out proud (the way it is not meant to).

Don't think it makes much difference. As I tend to be running skinny road tyres in touring frames I go for whichever gives me the best angle, at the moment I think my tourer has it in front and my hybrid has it behind.

Here for rides.
if it's plastic it goes in the bin to be replaced by a stainless steel one, which on most modern forks with recessed hex head nuts, will need to go between the brake and the front face of the fork
