Tiagra front shifter issue

Tried to stick it in the small ring on the way home from work (yeah, I'm a lightweight). Wouldn't go. Figured it'd frozen.

Brought it inside and warmed it up, still no joy. Loosened the cable and the mech moves, and the shifter appears to pull and release the cable fine. No problems when not connected up. Cable appears free enough.

Put the cable back and changed up into big ring- no problem.

Pushed the paddle over to drop into the small ring- no joy.

Finally figured out if I pushed it across really hard it would change, but it doesn't usually require so much effort. Any ideas?

Mech does seem free enough. Shifter seems to be the problem, doesn't appear to be releasing the cable now.

Update: Maybe some crap has got into it (not unlikely- it's my 'cross bike). Was jammed just now but I wiggled anything on the shifter I could get to move in any direction It'd go without breaking it and eventually it seemed to free itself, then jammed again, repeated and now it seems almost normal. I'll have a proper inspection at the weekend.
