Threadless headset play - extra bolt

i've got some headset play and I understand the stem bolts need to be loosened before tightening the top cap bolt. However, I also have a bolt attached to a bracket on the steerer tube immediately below the spacers. Am I right in thinking this bolt also needs to be loosened before tightening the top cap bolt, otherwise the steerer tube cannot move upwards?

Any help really appreciated.
