I find compliance with rule 37 very difficult at this time of year:-

Rule #37 // The arms of the eyewear shall always be placed over the helmet straps.

In warmer times this is easy and works well, but in this 'badass type' riding weather, I like a buff or balaclava. Then very difficult to keep the eyewear on without tucking under straps. Anyone have any tips to help me comply or have I simple to 'Harden the f***up' and stop wearing these extra bits of headwear?

I too have lost sleep over this conundrum.

Yes, stop taking it so seriously.

the rules have changed since I were a lad. Used to be "never pass any one who is not wearing socks they ARE quicker than you" doubt if I could ever of foregone them this time round though anyway!

Oakleys can be worn over the helmet straps and also over a headband, buff or balaclava. That is if you are serious about observing no. 37. Not necessarily a cheap option, but one can't put a price on obeying the rules.
