I just got the Tenn Outdoors Windblock. I think it's a new product and my feedback was:
Mine arrived today, and I'm lovin' it!

I've just had my first ride wearing just the Windblock and a long-sleeved Sprint on my top half. The moon was bright, the wind was strong, the temperature was 4 degrees above freezing, I was toasty and warm.
That was last Wednesday and I've had a few rides since and it has proved most excellent. Saturday night, for instance, it was below freezing and I had an off-road run wearing just the Windblock and a thin fleece on my top half without a problem. Well, I crapped myself at a few of the downhill bends when both tyres tried to wipe out at the same time, but no problem from the cold.

Most of the jacket is made out of their windproof material, with a fleecey lining, but the bottom of the jacket and the forearms are made from a very stretchy material. That means it fits very well over most clothing and there is no chance that it will ride up when you are on the bike.

And it's £10 under your budget from here.
