Can these be removed from the actual brake levers? I've got a pair of Weinmans which I think look nice but have the suicide levers on - can't see how they would detach though.

I think so. I took a pair to bits way back in the mists of time, the lever pivot just unscrewed. I cleaned everything up then put 'em back together. I guess you'd just omit the suicide bit. And possibly need to trim the length of the pivot bolt?

Last couple of bikes I've had with suicide levers just had the levers held on with screws. Take the screws out and the levers come off, though the bosses are left behind. Makes it possible to ride on the hoods, though the bosses can get in the way - you could cut/file them off if you really felt the need.
 
I had to google 'Suicide Lever' to find out what they were. I had them on my first road bike when I was a kid and I think they're aptly named (although I'm still alive), they put me off dropped bars for a while. No idea if you can take them apart without the whole lever falling apart though.

Do you mean "Safety handles"?

If so, I've removed the extension from a pair - a long time ago.

You need to strip them off the bike. You need a Junior hacksaw and a file.

Saw them off then smarten the cut with the file.

I got quite used to 'Safety handles' back in the nineties. I did a few 200 Audaxes on a bike with 'Safety handles'.
Got some funny looks but bollocks to them.

When I changed bikes to 'normal' handles, I found myself grasping in thin air where I expected the lever to be.

I have seen them sawn off to leave a short lever which can be pushed with the fingertips when holding 'on the hoods'.
