Stupid question - pannier racks

I own a Specialized Tricross and want to fit pannier racks. The set I've obtained have fairly useless instructions (or maybe it's just obvious to everyone except me).

Where does the bottom of the rack attach to? I've got some holes in my frame currently holding these mudguards (attachment) but they don't look of a substantial size, so I'm wondering if they're just for mudguards and not for racks?

If these holes are indeed for racks, how can I fit both the rack and mudguards?

That would be the right hole, it should take an M5 bolt (same size as a bottle cage one)

You need to put both the guard stays and the rack hole on the same bolt - so you may need some slightly longer ones, but other than that it shouldn't be a major issue

Put the rack leg closest to the frame and then the mudguard stays on next as it will load the bolt better. A washer on the outside of the mudguards stay is a good idea.
