I think it is the length of the valve stem. 42mm is the standard size. You will only need the 58mm if you have an exceptionally large wheel rim.
 
I was just about to say that too.

On the tube size, my LBS said it was OK to use a thin tube (say a 1.25-1.75 on a 2.0 tyre) as it just expanded. Others have said they do this too. I dont agree as the tube may be more prone to puncture and if you patch it the patch will probably pop off if the tube expands.
So I go for bigger rather than smaller tubes.
