Yes I can, Yes I am, Yes I did...Repeat.
The brakes arnt releaseing properly and one side remains clamped onto the rim. I know the cables my not be passing through the outers properly so that's on my list...but there are two tiny grub screws on the caliper things...I recall being told on here once what they do but Ive forgotten...sorry. I think they have something to do with spring tension etc?? So could the solution to the sticky brakes lay in tightening or loosening those screws??

Sounds like the brakes are not centred properly. Easiest way to fix this is to loosen the nut holding the brake to the frame, apply the brake and tighten the nut again - the brake should then be centred. The grub screws will do a fine adjustment, but I've never used them.
 
Take the wheel off and squeeze the calipers together with your hand and then release. The spring should be quite strong abd the calipers should return to their starting position.

If that is the case you just need to centre them as boydj says.
