The Team Barloworld rider was smart in taking part in the first breakaway attempt of the day, only 20km after the start.
The escapees' trio formed by Celli (LPR), Borisov (Amore e Vita) and Cummings himself reached up to a 12-minute advantage, a gap that turned out to be unrecoverable by the peloton.
"They cooperated perfectly," said DS Alberto Volpi at the end of the race.
"Personally, I must admit this win was a little unexpected, but that's cycling sometimes: a breakaway win today was truly surprising.
"Nevertheless, Cummings was not a surprise at all: he rode well yesterday, despite not finishing the race, and he attacked in the finale at Tre Valli. He had another chance to show what he is worth, and everyone can see the answer."
