Stem with carbon faceplate

I just bought a new stem - I did not realise that it had a carbon faceplate

It is going to be used with fairly long straight bars and significant front panniers - is the carbon faceplate as strong as an alloy one?

I had a carbon stem and the bars kept rotating on any decent bump .
