Looks like this is aimed at people who use cuts and cyclepath/pavements to move up and gain advantage. I hope no-one gets pinged for using them as to escape crashes. Quite how the commissaires will pick up on what is which is hard to see, unless they have TV in the cars (as team managers do). The good thing is that is might check the incidents where riders have hit street furniture and spectators (who are reckless enough anyway at times). Sensibly applied it could be a positive step, applied in a "jobsworth" way it will fall into disrepute.
A comment o another site suggested that bunny hopping over roundabouts was included, but I can't see how as surely the roundabout is part of the road? Then what about mini-roundabouts, which are often only a slight bump or even just a painted dot?
This comes back to the point of all regulations, sensibly used = good, badly used = daft.
