Baggy shorts (lyrca shorts underneath).
Summer gloves (I always prefer to wear gloves, if only to protect my hands if I fell off the bike).
Helmet, no helmet sometimes.

Absolutely likewise ^^^

This summer I'm going to add some silly "eyewear". I hit a group of very large, very acidic and exotic flies not too long ago. The impacts hurt my eyes, but the mashed up fluids had my eyes stinging horribly for 90 minutes.

Cycle shorts, short sleeve top, summer gloves, helmet. Am going to invest in some eyewear this year i think, partly cos of flying bug things but also cos i seem to have stupidly 'sensitive to sunlight' eyes and end up with watery half closed eyes in the summer.

you can get winter base layers and summer base layers.
winter keep you warm and dry.
summer keep you dry and cool and keep you at a certain temp so when you are decending you dont freeze

Hot days just a SS jersey and bib shorts, however sometimes I wish I wore the buff just to soak up the sweat before it rolls into the sunglasses/eyes - highly annoying.

Spring would be more 10-19 degrees then, just adding the base layer as above have said. The colder days would warrant the arm/leg warmers.

Spring - Bibed long shorts, SS light cycling shirt, mits and a gillet.
Summer - Bibed short shorts, SS light cycling shirt, mits.
May get a base layer this year. I always wear a lid and eye wear.
