If the tarmac is smooth, I'd turn it off.
I've only been riding in the western South Downs since '17 despite living in Southampton since late '92, but over those eight years, I swear the general road surfaces up there besides on Longwood Dean Lane have got noticably worse. Hence I really wanted the latest bike to have the option of 40mm+ wide tyres, to be able to run lower pressures despite my excess weight, to give some suspension.
