Siezed quill stem locking nut

Just a very quick question, will WE40 left at least overnight, judiciously applied heat** and a big hammer used on a piledriver work the same way on the siezed in locknut from the bottom of a quill stem the way it does on siezed pedal threads? Not sure with it being a bigger thicker chunk of metal with a larger surface area to have rust bonded across?

** I imagine I could make quite a Mt Vesuvius effect by firing a blowtorch up the WD40'd tube ;)

Plus Gas or a true penetrating oil may be more effective than WD 40. If the tension bolt is rusted into the wedge nut so that you cannot undo it, It may take a good few days of oiling and a degree of brute force to shift it. If it is the wedge nut stuck inside the fork steerer, a good few hard taps with the hammer may just do the trick.
I am not sure how you would apply heat effectively - but don't rate the idea of turning your bicycle into a volcano look alike.

cheers, tis done, 24 hours of WD. I took the fork off and attacked the wedge nut (ta, didn't know its name) from below with more confidence of not hitting the fork. It shifted with a few hefty thwacks. I can replace it with a new stem set now and go for a play out.
