Shimano v-brake adjustment

I've just collected my bike from my LBS. I changed the tyres. Now my brakes don't work properly.

When I squeeze the brakes only one side moves and the other stays where it is, on the rim.
I've tried adjusting them with no result.

What can I do to solve it?
 
Youve collected from a shop and its broken take it back!

FWIW Theres plenty of youtube vids on v brakes but take it back!

Question

A mate is saying that my brakes are set wrong just because I nearly went over my handlebars because I pressed the lever too quick and firmly.

He said that they're adjusted wrong. Is he right?
But if the brake pads are not 'bedded' in yet, because they are new, wouldn't it cause this to happen?

Edit: The brake pads are set to to 4mill off the rim
 
Brake pads perform worse when they are new, and their performance improves as they bed in.

FWIW I use a zip tie around the brake pad to set up the rim distance when I do my caliper brakes.

Also check your toe in. The front edge of the pads should hit the rim just before the rest of the pad does. This optimises performance and reduces squealing in the wet.

Other than that it sounds like you've simply braked too hard too quickly IMO.

I thought that might be the case... and yes!!! Well, I didn't actually nearly topple over, in a split second I realised I braked too hard, so I realised it quickly.
