I’ve taken this stem off a ’94 (I think) Raleigh. Never seen this before and am wondering if it’s:

1 - A bar / stem combination that isn’t supposed to be split,

or,

2 - If there was originally an internal bolt which has been mangled by a previous owner?

The bars are branded Italamburia.

Second photo is looking down inside of stem towards the bars.

Aero design with hidden bolt, there will be a diagram on the net somewhere?

Unscrew cap and a long allen key will work

Pretty sure i have one hidden in the garage ^_^

I removed the stem from the fork like that, but there’s nothing that looks like a nut / bolt or any sort of fastening looking forwards along the stem. That’s what I’ve tried to show in the photo.

Has something fallen down into the stem and is covering the Allen key hole? I seem to recall they had a fragile plastic cap over the hole in the top of the stem. Maybe it's a broken part of that?

The cap was metallic on this stem. It came off with an oversized torx bit hammered into the rounded Allen bolt head!

I’ll have another look it tomorrow and report back🙂
