At the moment, my commuting bike has a 27.2mm seatpost, Lelly has 31.xmm seatpost and I've been using my Carridice Nelson with both. However the N+1 commuter has a 25.4mm seatpost, is this going to have an impact on how much I can carry?

I wouldn't worry about it. If you are happy that the seatpost will carry your weight, the additional weight of a saddlebag and contents is relatively negligible.

Unless you are in the habit of hauling lead around.^_^

Cheers. I'd overlooked the point that relative to my weight, the saddlebag isn't that heavy. Seems like a very thin seatpost though.

Strength, to a first approximation, is determined by the cross sectional area (that is, how much material is there) of a seatpost rather than its diameter.
