It would take someone with a much better/clearer view of the situation than me!
She was mainly talking about London then generalised to "Britain" at the end of the piece, mainly talking about women being at more risk -because they are more "polite" and mainly talking about her own injuries! But she did recognise the need for cycling on health grounds (obesity diabetes etc).

I can't read what she's actually saying, but I note that the picture is captioned "a female cyclist" and not, for example, "the author"

That I believe is correct, the inset picture is of her though, not on the busy streets of London though!

No one with any sense takes her seriously.
But do people with any sense read/look at "Hello"?? (Apart from me :whistle:)
It's quite a platform to talk a load of nonsense to a rather large audience. Think of all the places these mags end up, doctors surgeries, hair dressers etc, not to mention those that actually buy it (I didn't buy it)

Her book isn't about cycling, it's a novel.
Tilly has the day from hell when she's sacked from her barristers' chambers in the morning, then finds her husband in bed with her former best friend in the afternoon. She escapes to her mother, Roxy - a sassy solicitor whose outrageous take on men, work and family life is the despair of her more conventional daughter. Roxy comes up with a radical plan for their future - they'll set up an all-female law firm which will only champion women who have been cheated, put upon, attacked, ripped off or ruined by the men in their lives.
