Saddle height too high for correct position

About a year ago I started cycling and purchased a Carrera Subway, 20inch frame. I'm 5'11, and it felt small. I needed to raise the saddle very high to get anywhere near the correct position (straight leg using heel, slight bend with ball) and it was hard to get on and off the thing, and I would tower over others riders, who although taller than I, had their saddle much lower. When buying my new bike, I decided to get an XL 21" frame (Rockrider 8.1) and it felt much better, but still needs a crazy saddle height. Whenever anyone looks at my bike they look shocked at the saddle extension. My brother, 2" taller than I, can't ride it, as his toes only just reach the pedals.

At the moment I can't get the correct position (completely extended at the bottoms of the pedal strokes with your heels on the pedals) without the saddle being too high for me to safely mount/dismount. I never thought myself as having long legs, always buy regular length, and I'd like to know if I'm worrying about this too much. Thanks.

I can just touch the ground with one toe on my bikes, but not easily, I normally slide forward off the saddle if I want to put a foot on the ground. For mounting/dismounting then I prefer the old fashioned rolling move, my kids laugh at me!
