Ah, I see. Can anyone recommend a pair of really cheap SPD touring shoes? LOL
 
What are you going to use them; for commuting I use a cheap pair of Lidl MTB shoes and I have Spesh Taho's for longer journeys (great for walking distances) but for the training bikes I've stiffered soled spesh BG MTB Sport (more efficient but a bit less walkable but still practical). The other extreme on the Summer bike, its SPD-SL's with Shimano road shoes and they are more efficient again but pretty inpractical for walking in other than a cafe stop.
For me my favourite shoes are the BG MTB sport with A520 touring pedals I feel they offer a good balance between efficiency, praticality and look good.

Well, the Lidl SPD shoes are fantastic value - about the cheapest you can get @17.99, but the cycling kit was on sale there about 2 weeks ago. You might be lucky and find a store with some stock, but I wouldn't count on it. The Wiggle ones are also highly regarded.
