I'm not entirely sure, but I received an old set of road levers from eBay a week ago, and they're floppy and lifeless, ie. they don't return. I'd be inclined to believe the cable would be the force to keep the lever open.
On my older style road bike levers the brake calliper return spring provides the tension to keep the levers out. I also have a spare pair of aero levers and these have their own springs to tension the levers.
