Ridley Icarus rebuild in smaller frame

The bike was always slightly too big for me so never quite got comfortable, have sourced the same frame a size smaller.
Old frame stripped and starting to look at building on the new one.
The new frame has steel cable outer ends stuck corroded into the downtime fittings, any suggestions for removing?

If an edge is visible then long nosed pliers might work.

Unfortunately not, I'm thinking of using a tight fitting drill bit and turn it slowly
