This is not a cycle related incident but relevant as it could easily have been. What should I have done?

I dropped my Daughter off at her friends about 10:30pm Friday evening.
She headed up the wrong path (soo dizzy!) and so took I waited a few minutes till she got to the right flat safely.
I was just round a bend on a very quiet road with traffic calming measures all over the place. Safe speed limit would be about 15 mph. Next thing a car comes flying along the road at a hugely excessive speed, sees me too late.. skids.. hits the kerb and then hits me from behind.

He immediately started revving the engine really hard .. which made me hesitate to get out .

He then got out - turned out to be a young guy in full highland atire (Kilt etc) .. and appeared to me to have had a drink. We examined both cars and there was no sign of damage to either. I was not sure what to do .. I drove off but after a few minutes stopped again at a street lamp and checked for damage. None to be found - but I decided to go back and try and at least get a registration number in case daylight showed a different story. I got back just in time to see another vehicle arrive (with more kilted boys) and pick the driver up and take him away .
He left his car where it was and I photo'd the car reg number.

Him leaving the car I think proves he was drinking - but he did not cause any damage.
I didn't call the police.

Now I am not sure what I should have done. Its too late to prove anything now .. maybe even was at the time.
Should I have called the police immediately? Should I call the police now just so they could call him and maybe give him a fright - which may dissuade from doing the same again ?

Contact the non emergency number for your local police force and report it to them.

Our local non-emergency number has the option to report drunk drivers directly to traffic so they can do something about it straight away.

I report anyone I suspect of drink driving via the 999 system, trust me it is not an abuse of the system. I have in the past even followed a car so we (the wife and I) could keep the Police up to date as to the vehicles location, but he was all over the road and did drive off after a collision. I dont want to read the news the next day about a fatal accident knowing I could have done something.

Wasn't too late reporting it at the time, we'd have had grounds for a breath sample. Little we can do about it now other than an intelligence report, but still worth using the non emergency number to do so.
