replace headset question

on this photo I have 2 parts that I can move and take off , when I replace the headset is their a part right on the crown of the steerer to replace ie a third part or is that the machined finish that the lower part sits on ?
also I was getting confused as to what head set I require , its a 1 1/8th steerer and I measured the inner size of the tube at 41mm or near on , its a caad 9 bike year 2000 ,

I am pretty sure you have a crown race (i.e. 3rd item, like a flat ring, shiny in your photo) on the fork crown, which is usual. It goes on the steerer in a tight interference fit. With care you can using a thin flat bladed screwdriver and a mallet going around little by little to ease it off the actual fork crown, while trying not to damage either. A shop might use a crown race remover to minimise the chance of damaging the race or the forks.

The technical spec of the headset you need is easy since the make and model of existing is known (if it is the one in your photo), see this. If only the cartridge bearings are worn you don't need to mess with the crown race because you could simply buy replacements from a bearing supplier at a fraction of the cost of a new headset.

ok , thanks , it does look like it would come off with a struggle so I have left it on for now , thanks though
