Repair advice needed for childs bike

A very simple solution to some that knows. My sons bike rear wheel is not turning freely, when pedaling or freewheeling. It is making at quite hard work for him to use his bike. I have turned the bike upside down and spun the wheel by hand, and it stops rotating very quickly both ways.
If any one has got any tips it would be great.

thanks for the reply. Just checked, the pads are not rubbing still have the same problem, this bike has no gears if this helps

this has happened over a period of time. I have not tightened or loosened any nuts etc.???????????????????????????.

Cone nuts are too tight. The can tighten themselves if they're not set up properly, especially on lower quality bikes, of which most childrens bikes seem to be.

If you take the back wheel out, can you rotate the axle easily?
