Sealskinz winter gloves are warm enough, have reflective strip and nose wipe, and are waterproof but avoid the version with a loose liner.

They don't exist.... you seem to be asking for the impossible as far as I can see...:reading: I have various gloves and the best I can suggest is get some warm ones, but get 2 pairs so that you have a dry pair for later (thick ones take a long time to dry), or wear washing up gloves over the top. The sealskin ones do keep out the water for a while... but I think for me the only thing that works is multiple gloves - layering and spares.

LBS recommended me some Altura Shields for £30, seen them for £23 on the web

They're warm and absolutely waterproof (so far, they did 45 minutes heavy rain and were bone dry and toasty at the end)

the liner is a bit fiddle until you get the knack, I like them

I've had the Altura Night Vision gloves since last Christmas, and they've kept my hands toasty and dry so far through the worst that the Scottish winters have thrown at them.
