I'm in need of some waterproof winter cycling gloves. I've got some decent gloves with gel padding but as soon as they get wet, my fingers freeze.

I'm looking for something that will completely seal out the water and keep my hands warm and cozy when the weather is in the minus degree weather.

I've had the Chiba Pro gloves for a year now - They're excellently waterproof and windproof. I'd describe them as a mid-weight glove, so below zero they're best used with glove liners, although I've used them below zero - your hands just get a bit nippy.

Altura Night Visions, Sealskinz or Goretex Probike are all, IME, pretty good. The nature of a glove, with it's required large hole, is such that they are not easy to waterproof over a prolonged period. IMO, that means that the most important quality of a winter glove is windproof so that, if water does get in, they don't let heat leech out.
