I took my rear wheel in to be unbuckled today, the chap looked at it pulled on the spokes and said.
You need a new wheel mate aparently the spokes that need tightening are already tight.
He went on to tell me the rim is buckled from sort of impact.
Well its had no impact that i know of , apart from bumps in the road of course.
Any of you in the know about these things, what do you think.????
Oh the buckle is about the width of half a brake block.

If you don't trust your LBS or a second opinion its time for DIY.

Wheel building and reconditioning is a bit of an art, but taking out a localized wobble is quite possible by an amateur. Your wheel might not last that long though.

Tighten the spokes on one side of the buckle to pull it overto that side, loosen the other side if necessary. Have read about wheel building on Sheldon Brown for more detail. If that fills you with horror, leave it to the pros.

Sounds like he is trying to get you to spend, spend, spend. Should be able to true it or at the worst case, slacken all spokes fully and rebuild... No spokes are currently broken, right? And Spoke nipples can be turned freely?

What kind of wheel is it? Road bike / MTB / other? How many spokes? Any stickers on the rim?

No broken spokes and havent tried turning them, at the moment i have no spoke spanner.
I had to giggle when he said the actual rim is buckled, thats why i was there in the first place.
Very soon i will be lookin at gettin a new bike, something with a better range of gears.
Moneys tight here at the moment but either way my bike will be fixed as a spare, if nothing else.
I was building old bikes from bits as a kid , from scratch, but never did try sorting a buckled wheel.
